SPREAD works in the Koraput district of Orissa and focuses on the issue of development of the tribal population. In early stages of intervention, the project team tried to understand the problems of the displaced tribal community of Koraput, who were alienated from their source of livelihood (due to loss of land and common property) to make way for a major hydro-electric project, Damanjodi by NALCO. With the insights gained from this intervention, the organization expanded its work to the displaced communities of two other projects, Kolab and Machhkund. Mr. Bidyut Mohanty, the Project Holder has been working in the development sector for the last 15 years on the issues of gender, participatory approach, advocacy and PME (program planning, monitoring and evaluation). He started work with Dalit children in the slums of Bhubaneswar and has been associated with ‘Agragami’ on the issues of tribals. Along with some of his friends, Bidyut formed the Society for Promotion of Rural Education and Development (SPREAD) in 1989, to work for the betterment of the underprivileged sections of the society.
Koraput district is located in the backward Koraput – Bolangir - Kalahandi (KBK) region of Orissa. This district falls under the Scheduled Area and all the blocks are ITDA (Integrated Tribal Development Agency) blocks. The tribes which pre-dominantly populate Koraput region are Kandhas, Sauras, Sabras, Bhottoda, Bhumiyas, Parajs, and Gadabas; tribes which are considerably populated by Mundas and partially populated by Kolhas, Kisan, Kharia and Saunti tribes. Literacy rates are far below the State as well as National averages. Gadaba and Paroja’s are the two resident tribes of the area - they are in the majority and are progressing in the context of land holdings. The Rona community is in the strongest position in holding the land in comparison to their population strength.
Children are involved in household, agriculture and animal husbandry work. These children are not able to enjoy the childhood in their natural surroundings. Both categories of children are out of school and thus out of safe environment. Unilateral education system in terms of same language and content for all communities has created some discomfort among the tribal children to continue in the education system. Secondly tribal community is not able to link this education process with their own way of livelihood for survival. Economic pressure from the house is also one major reason for the tribal children to withdraw from the School. Government is lacking in giving the due intention for promoting the tribal child education as per the need of the community. Displacement from one place to another place is forces children to discontinue their education and there is no facilitation process by the government to mainstream these children in school once again.
- To study the present attitude/values in society regarding human roles and rights in social economic and political processes.
- To create an awareness among men and women about their many roles in society and to stress their positive contribution to all aspects of social living.
- To generate new and organic knowledge through intensive field work which would help generate data essential for evaluation and correction of development policies and programs.
- To promote awareness among men and women to counter the social evils like untouchables, dowry, bride burning, drug abuse prevention, prohibition etc.
- To render services to make the downtrodden, particularly the SC/ST people and under privileged section.
Review and Impact
The organization is supporting the marginalized communities of the program area with a focus on children. Since the area is tribal dominated, the extent of violation of child rights is more due to various reasons which need to be addressed collectively for ensuring child rights. This year the people’s organizations will also focus on child rights as they have already got the rights of land for which they had been struggling for the last five years. The identity issue which is linked with both systemic and structural issues will be in the focus for dealing with child rights issues like malnutrition, school dropouts and immunization, The people’s organizations have understood the need to address child rights issues collectively. Spread is facilitating the process of creating an environment for the growth of children to their fullest potential in that area.
- Birth certificate issued to 43 children in the 12 project villages.
- Certificate copies of the land patta were ensured to 104 households.
- Media advocacy undertaken by involving the print and mass media to highlight the irregularities in the implementation of ICDS, Education, Health and NREGA schemes.
- Enrolment drive in form of Campaign was carried out by the children.
- Tribal Festivals of Praja and Gadaba communities like Chaitra Paraba, Bandhapana Paraba Pusha Paraba are documented in the local dialect.
- After the efforts of the DAS and regular pressure building on the Public Distribution Centers, 473 below poverty line, 174 AAY and 5 AP households are getting entitlements.
- Pension has been ensured for 156 households, thus ensuring a regular income source.
PlansThe following are the broad plans of Janarth for this year:
- To publish and share the collected contents of the tribal cultural heritage and rituals with the children through the education system.
- To collect the forms of songs of the Gadaba and Paroja tribe.
- To develop critical understanding of the government systemic process among the DAS members.
- Facilitating the monitoring process of the services (availed though the Social Security Programs) through DAS to ensure the effective implementation of the basic facilities.
- Accessing information on all the government schemes and policies and disseminating the same among the DAS members.
- Promoting women’s leadership in the Panchayats & making them involved in the decision making process.
- Activating pre-school education.
- Facilitating active participation of the community in Palli Sabha & Gram Sabha.
