Thematic Intervention: Education, Participation


Project Context

Sikshasandhan was established in 1995 as a resource centre for education. It started with the conviction that education is a powerful tool in the empowerment process of tribal and other underprivileged sections of society. From the beginning, a consortium approach was used and other like-minded organizations and people such as NGOs, CBOs, educationalists, educational administrators, researchers and students were involved. Over the past thirteen years Sikshasandhan has built up its base by gathering valuable experience working in the most backward districts and regions of Orissa. In the Ranipokhari project area, there are 8 Anganwadi Centre under ICDS (Integrated Child Development Scheme) which are working. Out of 497 children in the age group of 3-6 in project target families, only 222 children are enrolled in the Anganwadi Centers for pre-school education and another 86 children are enrolled in pre-school education center run by Sikshasandhan as interim service. The area actually needs about 17 Anganwadi Centers as against the 8 centers currently functional. Mother tongue of most of the children is “Ho” language spoken by small group of Ho tribe population and there is hardly any literature and manuals like instruction manual, practice book or alphabet chart in HO language. Practice book supplied by Child Development Project Officer (CDPO) to the centers are in Odiya language, the state’s official language. Hence transaction of pre-school education these children have continued to be very difficult. Mother tongue based education is hampered severely and hence many children are week in achieving the age appropriate learning competency. Sikshasandhan has developed needs-based cultural curriculum and primers for tribal children, and has established village libraries, a mobile library and a resource library. Sikshasandhan also conducts researches, provides teacher training and workshops, and conducts advocacy and awareness raising activities through organizing debates and publishing of articles.

Key Result Areas Achievements

Ensure 100% enrolment and retention of children in pre-school and primary schools.

* 3 new Anganwadi centers under ICDS have been sanctioned, after sustained community mobilization and liaising with local Panchayat and relevant block and district level officials.
* Strengthening community based system to monitor functioning of the ICDS Anganwadi centers have been initiated. All the Janch and Mata Committee were strengthened through community meeting, one-to-one meeting with members, and follow up meeting on needs and benefits of functional Anganwadis. 200 parents have been counseled on importance of pre-school education and engaging in community based monitoring mechanism.
* Sikshasandhan has developed “New Arunima”- A Hand book for ICDS workers on pre-school education in Ho language. They have also imparted training to the 11 ICDS workers for smooth transactional roll out in the classrooms.
* 3 community workers are being engaged in 3 Anganwadi centre for promoting pre-school education. In one of the hamlets, a new Anganwadi building was constructed. This centre was functioning from a community centre.



Key Result Areas Achievements

Milestone stones of the RTE (Right to Education) Act are achieved in 9 schools in the project area.

* 100% enrolment among 6-14 years of children and 100% retention among 11-14 years of children in school was ensured through multiple measured employed by the project.
* Training, community meeting and teacher-community interface meetings to strengthen the School Management Committees (SMCs) resulted to improved resource mobilization from government and attendances of both teachers and students.
* One annual summation test was facilitated across 9 government schools, with 1,317 children students participating to motivate children & community for education and continuity in schooling.

Learning outcome assessment and improvement among the standard 1 and 3.

* The project has started assessing impact of engagement of 9 multi-language education teachers in 9 schools. An assessment was conducted for 451 children from Class 1-3 on language, math and environmental science. It was found that 44.60% in class-1, 49.71% in class -2 and 44.60% in class -3 have achieved class and age appropriate learning competency.
* Talent Mapping through various test have been conducted to know the level of skills children of 9 schools under intervention are achieving on co-curricular activities. It was found that 269 children have potential and skill on song, dance, storytelling, drawing art, games and sports and mono action and mimicry.

Other Highlight Processes and Achievements – 2017.

The project area and target Ho tribe community is living in isolated location amid forests. In order to mobilize community support, the project sensitized the community on need of pre-school education and benefits of supplementary nutrition program (SNP) under ICDS. It also mapped gaps in the service providing mechanisms and infrastructure. Then, it mobilized community for advocacy with local Panchayat and Block level officials for opening of 7 additional Anganwadi centers in the project area. The advocacy efforts also included asking for essential facilities in schools. As a result, two schools got approval of completing the pending work, and two more schools got sanction for completion of boundary wall by education department.

Update on major events /campaigns that may have taken place on ground:

The organization worked on campaign “healthy start for the children of tribal district in Odisha” prime moved by the alliance ‘Voice for Child Right in Odisha’. Partners worked in all the 36 hamlets covering 11 ICDS centre, and collected the growth monitoring of 850 children of the operational area. There were 8 cases of Severely Acute Malnourished (SAM) identified and all referred to the Nutrition and Rehabilitation Center (NRC). VCRO (State Alliance) provided the time line of the campaign from July to December 2017. Based on the activity calendar with the time line, Sikhasandhan also provided all the information and stories of change to the alliance for advocacy at state level.

Update on knowledge and capacity building workshops that the project team may have organized /participated in them:

CRY team conducted Training of Trainers (ToT) in a 5-day Training to transact the Child Centre module developed by CRY, to develop focused program intervention to develop children’s agency. The module covers child rights concepts, life skill: idea of self, thinking, emotions, communication, collaboration, and principle of engagement with children.

* Tracking of 3-6 children in pre-school education and training their parents on life skill module.
* Capacity building and hand holding support for ICDS workers on Preschool education along with Life skill.
* Organizing Children’s club meeting and life skill activities in schools.

* Facilitate regular community and SMCs meetings are held for raising demand for infrastructure and basic requirement in the school.
* Joint meeting of Panchayat members and SMCs for infrastructure building.
* Mapping of schools for timely distribution of text books, mid-day-meal and uniform.
