Thematic Intervention: Protection, Education


Background

Shramik Vikas Kendram (SVK) was formed in 1992 to undertake development work in Mahabubnagar district. Initially the project holder received a fellowship in 1994 from MV Foundation to work for tackling the root causes of child labor. The organization was further supported by the South Asia Poverty Alleviation Program of UNDP to carry out women development activities at Peddakothapalli Mandal. CRY first supported SVK in 1997. The support was directed towards eradicating child labor and enhancing livelihood options for the families in Peddakothapalli mandal and Kollapur mandal. SVK was supported by DRDA [District Rural Development Agency] and NCLP [National child labor Program] in its effort to eliminate child labor in the operational area. The Project Holder, Mr. Y. Laxman Rao hails from Kollapur mandal in Mahabubnagar district. He also has experience of working on child labor issues through Mamidipudi Venkatarangaiah Foundation (MV Foundation).
The main objective of the intervention is to ensure child rights protection through Community Empowerment in 184 villages, of which 98 are direct intervention villages (78 old and 20 new) in Peddakothapally, Veepanagandla, Kodair, Panagal and Kollapur Mandals of Mahabubnagar District, Andhra Pradesh.

Key Issues Addressed:

Mahabubnagar district is one of the most backward districts in India and is known for its migrant laborers all over India. Agriculture is the primary means of livelihood in the operational area. laborers are not paid equal and minimum wages. Most of the people in this area migrate to the city of Hyderabad and other states in search of employment. As a result their children are forced to discontinue their education and engage in different forms of work. Families are not covered under different government. welfare programmes. There are huge disparities among castes. SCs and STs are both socially and economically backward. With respect to specific child rights issues, the villages have high Infant Mortality Rate. Main reasons had been irregular Auxiliary Nurse Midwife (ANM (Auxiliary Nurse midwife)) visits, inactive Primary Health Centres (PHCs), low Antenatal Care (ANC) and low immunization of women and children, etc. The child rights are negatively impacted by community level issues such as poverty, no local livelihood sources, unemployment, low wages, migration, landlessness, gender-based discrimination and caste-based discrimination and insensitivity of the duty-bearers in addressing the issues. Lack of access to schools especially high schools and higher education courses is resulting in dropout of children.

Objectives

  • Reduce child labor from 494 to 230.
  • Reduce dropout from 374 to 150.
  • Reduce instances of child marriages / child marriage fixed cases from 32 to 20.
  • Increase "Strengthened Child Collectives" from 61 to 70.

Achievements & Impact in the Review Period


The district is highly critical on protection and malnutrition issue. Last year SVK team with support of CRY discussed, analysed and finally selected to work on protection issues (child labor and Child Marriage). SVK is also working on education as it linked with both the issues. Few of the achievements last year are as follows:

In addressing child labor issues –
6-14 years age group –

  • The team identified 171 out of school children (79 child labor + 92 dropout) in 6-14 years age group as of January 2016 and a report is prepared with reasons for dropout.
  • All 8875 children in 6-14 years were tracked, 8704 are school going. SVK ensured admission of 547 (274 B, 273 G) children in 1st standard. Total 1251 children (660B, 591 G) moved from 5th std. to 6th std.
  • Sensitization campaign on children’s education was held in 47 villages and conducted CBO(Community Based Organization) meetings also. These resulted increase in awareness of community and parents, and slight change of their attitudes towards government schools.
  • Sensitization campaigns held at community level on gender discrimination, importance of girl child education and vulnerability of girl child labor in 53 villages.
  • For addressing social security issues of families, survey of 9,116 families was conducted to identify their needs.
  • Team enrolled 41 child labor and 91 dropouts. During the year 16 child labor & 49 drop out were mainstreamed.

15-18 years age group –

  • 65 child labors and 50 dropouts were mainstreamed while at the same time 1 new child labor and 10 new dropouts were identified. All the mainstreamed children are retained in schools. Out of 3791 children in this age group, 3347 are continuing education and 444 are out of school children.
  • 1001 children (505 B & 496 G) moved from upper primary to high school (8th to 9th class). 837 children (478 b, 395 girls) moved from high school to higher secondary or other post-matric courses.
  • A total of 140 out-of-school children were enrolled into Open School System during the year, thus enabling them to continue their education.
  • 16 new teachers and 64 vidya volunteers were appointed in the schools in operational area. This impacted the teacher-pupil ratio and ensured more regular classes for children.

    In addressing issues of Child marriage (6-18 years age group)-
  • SVK identified 3235 girl children in the age-group of 12-18 years in 75 villages to identify child marriage cases. It further gathered information about “number of families where there are 3 or more girl children” and found that there are 1536 such families.
  • Sensitization campaigns were conducted in 17 high schools, 5 Junior Colleges and 1 Degree college on child marriage issues. These campaigns involved government officials such as ICDS (Integrated Child Development Services) - CDPO(Child Development Project Officer), ANM (Auxiliary Nurse midwife), PHC (Primary Health Centres)medical officer, and teachers.
  • SVK conducted convergence meetings in 30 Gram Panchayats and it was attended by GP members, ICDS (Integrated Child Development Services)services, ANM (Auxiliary Nurse midwife)s, Panchayath Secretaries. Discussion was held on extending financial assistance to families which are vulnerable to child marriages and steps to be taken to register all the marriages at gram panchayat level.

Reduce child labor from 398 to 320. Reduce dropout from 230 to 160


  • To ensure better understanding of vulnerability of children to child labor through assessing the vulnerability of children to child labor at family level and documenting 20 child labor stories.
  • The team will engage more with families ; identify families that have infants and possibility of dropout of elder siblings; sensitize parents on education and child labor issues; identify and assist students for scholarship; counselling to child labor and dropout; conduct awareness programmes / Kalajathas on child labor at community level; involve Community Based Organisation(CBO) in mainstreaming child labor.
  • To work towards availability and access to schools improved through creating awareness at community-level; demanding new schools and upgradation.
  • Enrolment and retention of children in schools to be improved. Activities planned for different levels are --- At family level there will be tracking of all 6-14 years children; identifying and assisting children for social security schemes; ensuring enrolment of all 5+ children into 1st standard; ensuring transition of children from primary to upper primary class; creating awareness among parents on provisions for children in government schools.
  • Alternative strategies for children trapped in child labor situation explored (15-18 years) through convergence meetings with concerned officials to release the child labor; counselling with parents; forming separate groups with child labor; encourage admission of child labors in social welfare hostels; explore suitable academic / vocational courses for 15-18 age group children.

  • Tracking of all children for access to schools and ensure their transition to respective level; strengthening School Development and Management Committee. This will contribute to increase in number of children moved from upper primary to high school and high school to higher education.
  • Work towards, increasing number of admissions into higher education courses and vocational training courses (post 10th, 12th standard).

Reduce instances of child marriages / child marriage fixed cases from 32 to 26.

  • Work towards improved understanding of girl child and their vulnerability towards marriage, consciousness of parents, and community on the harmful impact of child marriages.
  • Conscientize adolescent girls’ groups against child marriages. The team will engage with adolescent girls' groups to counsel against child marriages; conduct counselling sessions; collect information from children about child marriages.
  • Enhanced access to education for girl children by demanding new schools, upgradation; strengthening government schools in terms of infrastructure and facilities; ensure strengthening of schools by engagement with government stakeholders.
  • Ensure enhanced care and protection for girl child through girl-child schemes by identifying girls eligible for girl-child schemes; assisting families in applying for girl-child schemes; assess utilization of girl-child schemes at community level; create awareness in the community about girl-child schemes.

Increase "strengthened Child Collectives" from 61 to 65.
6 to 18 years (focus on 9 to 18 years)

  • A platform for child participation to be ensured in all the villages by regular children collective meetings; sessions on child rights ; encourage children to play games and sports; telling inspirational stories; conducting sports, games, essay-writing, elocution, etc. competitions for children.
  • To ensure leadership from child collectives being nurtured through capacity building trainings; children collective leaders training on writing minutes and to conduct meetings.
  • An interface to be created between child collectives and Panchayath by ensuring representation of child collective members in Gram Panchayath meetings; encouraging Panchayati Raj Institution members to participate in child collective meetings to understand their issues / needs.
