16 villages spread over 10 Panchayats of Sarairanjan block in Samastipur district, Bihar and 5 wards of Slums situated in Samastipur district town, Bihar, India.
The organization was formed under the leadership of Mr. Surendra Kumar in 1986. The deplorable situation and personal experience of exploitation was the source of motivation for Mr. Kumar. Other fellow villagers also joined him in his mission and together they were involved in various development activities like organizing eye operation camps, family planning programs, training of the youth on animal husbandry etc. From 1995 till 2000, the team members of JJBVK imparted non–formal education to c hildren and mainstreamed them in Government schools. They also started Self Help Groups (SHG) program against Mahajani system through the support of NABARD. In 2003, JJBVK was registered as an organization as the group started moving towards sustainable development programs with focus on children from marginalized communities. Currently the operation of JJBVK is spread across 15 revenue villages covering 10 Panchayats of Sarairanjan block in Samastipur district, Bihar and 5 wards of slums situated in Samastipur district in Bihar.
Samastipur is one of the most fertile districts of Bihar with a large number of water bodies. The people of the intervention area are mostly from minority communities engaged as labor force. Due to the low landholding pattern within the target communities, livelihood has always been the priority area. Hence, the dropout children start to work with their parents in nearby fields either digging potatoes or in the tobacco field along with their parents to support the family income while some move out to other cities for employment. Migration starts among the boys from the age of 14 from these villages with their relatives, while the girls are married off at an early age. These under age marriages have often led to early motherhood and high health risks.
- To activate the Government service institutions like ICDS centres (Integrated Child Development Centers), primary schools, PDS centres (Public Distribution System), health centers and subcenters.
- To identify drop-out and out of school children, child workers and ensuring their re-enrolment in formal public school with a special focus on girls and children from Musahar community.
- To identify the vulnerable families in the villages and empower them to protect child rights.
- To strengthen and empower marginalized communities & (Community based Organisations) CBO’s on children's’ issues for their initiatives for the children causes.
- Community meeting on delaying child marriages and reducing vulnerabilities among children.
- Engagement with other stakeholders at community level and government officials on protection issues through consultations and meetings.
- To strengthen existing children collective and initiate formation/strengthening of adolescent girls group on health and education issues.
Achievements & Impact in the Review Period
JJBVK in partnership with CRY had undertaken activities and process to improve the lives of the children and reduce their vulnerability level through community participation. During the review year process of community mobilization, capacity building of stakeholder and advocacy & networking with government officials have been carried out. They have engaged with the parents, guardians, members of community based organization, government teachers, health workers and other government officials from the block as well as from the districts. Programs were carried out at equal pace both in the rural as well as in the urban ward by the project team as per the plan of action. They have built good relations with the DCPU-Samastipur and Child Welfare Committee. Over the years, JJBVK has built its visibility within the district as a child rights organization.
Some of their major achievements include:
- Out of 172 child births, 151 were institutional deliveries which took place due to the efforts of sensitizing the mothers to improve their health.
- 146 drop-out children identified out which 39 children went regularly to schools.
- 11 child labor had been called back from their work place and enrolled in school.
- 2 from Musahar and 12 children from the fishermen community were made regular to school by the support of the state alliance.
- Marriage of 36 underage girls out of 49 underage girls planned during the year has been delayed due to the efforts of Community groups along with JJBVK.
- Regular community meetings organized on protection issues on a monthly basis. Discussions have been held on ill effects of child marriage, income of adult labor and child labor and the related issues of sexual and physical exploitation at the workplace.
- 136 child labor identified and 11 children (in rural area) and 5-children (in urban ward) was enrolled back to formal schooling through special coaching.
- 19 children (especially girls) were active from the Musahar and fisherman community to the children’s collective process. 65 child members participated to the Bal Anand Shivir.
Sona Kumari (name changed), a 14 years girl from Damodarpur Mohuli village lived with her elder brother and grandmother. She belongs to a scheduled caste landless family. She and her brother were abandoned by her mother, who eloped with another person. Their father migrated to a different state in search of work as a daily wage labor. Being an alcoholic himself, he failed to support his children financially.
Sona, a student of class VII of a local government school also helped in domestic chores. Her elder brother Bijay Paswan started searching suitable groom for her and one day he finalised his sister’s marriage. During the community meeting and home visit, the field worker from JJBVK came to know about this and initiated an intervention. The field worker engaged her elder brother in a series of counselling sessions with the ICDS worker and ASHA worker. They continuously counselled her elder brother on the adverse implications of early marriage and encouraged Sona Kumari to raise voice against this social malady.
One day, members from the groom’s family visited Sona’s house to finalise the marriage. During the meeting, Sona Kumari thought up a clever tactic and presented herself as a physically challenged person before the guests. Seeing this physical state, they refused to finalise their son’s marriage with Sona Kumari. Her brother also stopped pressuring her to get married. Continuous counselling of Sona Kumari and her family members yielded in prevention of Sona’s marriage at an early age.
Samastipur has been mapped as critical on Education & Protection issues and moderate on Health issues. The team has planned to intervene on issues of retention in schools under education and reduced incidences of child labor & child marriages under protection issues for the next 3 years. Specific plans include:
Focus: 100% children from 16 villages and 5 urban slum settlements enrolled and retained in schools
- Completing status report on tracking of children (6-14yrs) through child to child interactions and door to door surveys.
- To sensitise local communities, especially women on the importance of pre-school education.
- Ensuring regular pre-schooling support to children from the ICDS centres.
- Sensitise communities to avail more of ICDS centre services for pregnant women and children.
- Mobilize Child Development Project Officer (CDPO) to ensure effective implementation of the Pre-School Education (PSE) components across all ICDS centres.
- To ensure 100% transition from ICDS center to Primary and Middle school in Class I.
- To ensure regular attendance of all enrolled children (aged 6 - 14 yrs) in schools.
- To identify drop-outs and potential drop-out cases, sensitising community on their special needs and extending necessary support in terms of counselling, supplementary coaching, peer-to-peer interactions.
- Establishment of Retention centers at 2 sites (rural & urban) for coaching of 35 middle school children on a pilot basis.
- To strengthen School Education Committee/VSS on its roles & responsibilities.
- Map the status of implementation of RTE Act provisions in the reference area through baseline study.
- To strengthen government school infrastructure in line with RTE Act provisions, to advocate and work jointly with local government officials for the same.
Focus 1: Reduction in child labor in 16 villages and 5 urban slums in intervention areas

- To sensitise local communities, Panchayats and other stakeholders against child labor.
- To re-enrol child laborers into government schools .
Focus 2: Preventive programs implemented in 16 villages and 5 urban slums for addressing child marriage through a comprehensive program

- To develop knowledge and capacities of adolescent girls to raise their voices and take action against child marriages.
Focus 3: Fully functional Juvenile Justice system, with specific reference to CWCs, SJPU, DCPUs in 25% in operational districts
- To build interface and rapport with CWC /JJB /DCPU members.
- To mobilize the DCPU to campaign on child protection issues in the operational area.
- To build capacity of the team members on protection issues by the DCPU members
Focus 4: Draft advocacy strategy for children in the age group of 14 to 18 in place
- To build knowledge of the project team on child rights violation issues, related state rules/ legislations for mitigation applicable for 14-18 years.
