Thematic Intervention: Education


Background

Gramya Vikas Trust was founded by Prof. D.S.Ker in the year 1986-87 with the object of correcting eco-environment imbalance and thereby paving way for developing agriculture and animal husbandry and improving the lives of the poor farmers. At the initial days, the organization had to work hard to develop its own understating on gender issues as well as work towards changing mindset of the community. Today, there are some 1500 women members organized in 117 self help groups.

Situation

In the project area there are only 3 government schools in Bandar areas till std 5th. Only Rupenbadar village has 1 school till 8th std and for further studies they have to go to Dwarka or private schools. Denial of the right to education for the children in the age group of 3 - 18 in 3 bandar(ports) in Dwarka district, Fisher folk’s children are out of school due to unavailability of school for all children, distance of school, Lack of ICDS centers for pre- school preparedness, fact that existing schools are not functioning regularly and children are not learning anything is one of the big factors for parents don’t want to send their children to school, there is low income, poverty amongst a large number of people, importance of education itself in the communities seems to low with no contact whatsoever with outside world. In all 3 Bandar area has a school management committee formed, but all the committee are in paper and most of the members are not aware about the rules & responsibilities of School Management Committee (SMC). The lack of educational opportunities, limited livelihood opportunities & cultural issues children get engaged or married in very early age.

Objectives

  • To ensure all children are enrolled in schools
  • To ensure the children enrolled in schools are retained.
  • To ensure RTE norms are realised in all schools as well as communities.

Achievements & Impact in the Review Period


Gram Vikas Trust is very well ascertaining organization with more than 28 years of experience working with Fisher folk community in Saurashtra in Gujarat. Organization has very good understanding on upliftment of marginalised community. Since the inception organization aim to reach most marginalized population in Okhamandal & Kalyanpur and member of organization were very sensitive towards child rights issues and situation of children in fisher-folk areas. Gram Vikas Trust has well worse with situation of children in areas and hold on community, entire staff of GVT including project holder very active and take-up community level issues on high priority basis. Few highlights of achievements last year as follows:

  • Meetings with parents of children were done and told importance of being in ICDS for school preparedness and ICDS is not only for food but for education which will prepare children to be in school.
  • Women’s monitoring group has been created and they are visiting ICDS centers regularly and seeing attendance of ICDS workers, seeing quality of food and meet the parents of irregular children to regularise them.
  • GVT team had meetings with parents and mahila mandal and asked them to enrol children send regularly in school. As a result, 88% children enrolled in class 1. Rest are children migrated with their parents during enrolment.
  • Team organized video shows and created awareness among children and parents on importance of education.

Major achievements in the year include:

  • Team had meetings with community, parents and children and 17 mahila mandal (women’s collective) against child labour and child marriage.
  • Meeting was done with the stakeholders on ensuring RTE norms, as result there was appointment of 13 temporary teachers, 2 toilets and 1 kitchen room in the govt schools.
  • Discussion was on pre-Primary education, primary and secondary school.

Plans


Focus 1: Enrolment of 3-18 age group children

  • Tracking all children aged between 3 to 6 (586 =M- 299 F- 287) newborn during the year. Regular home visit and Child to child tracking of children going to anganwadi.
  • Home visit of 814 families where children are in this age category.
  • Organisation to motivate the community and Mahila Mandal to demand for Anganwadi and services in anganwadi.
  • Developing understanding of staff and community leaders on ECCE as per curriculum in Gujarat.
  • Meeting with Anganwadi worker and helper to enrol children and provide pre-primary education.
  • Identify the children irregular to school and convince them to be in school.
  • regular engagement with SMC members, SMC members will ensure enrolment drive is taking place and participate in enrolment drive

Focus 2: Retention of enrolled children in school.

  • Mapping and update of dropout children (aged between 6-14 which includes above 8th standard) and reasons, factors for it
  • Home visits and Tracking children of 5th std, 7th class and 8th passed and ensure enrolment in upper standard and prevent dropout.
  • Form children group in 3 bandar and give them opportunity to express, show talent for the drop out children.
  • Understand KAP of parents towards education of children and document it.
  • Meetings against child marriage and re-enrolment of child labour.
  • Meeting with teachers and headmaster to make efforts to re-enrol dropout children.
  • Meeting with fisheries department for not issue licence to below18 age children as well as prohibit children to go in sea for fishing.
  • Organize bal mela with 100 children and 100 parents and create awareness and consciousness about education.
  • Coordination with fishery department and ask them not to give license to children below age of 18 years

Focus 3: Ensure RTE norms realised.

  • To have an improved understanding on RTE state Rules; identify key opportunities and key challenges for effective advocacy outcomes.
  • Monitoring systems to be strengthened at the village, block, district and state level.
  • To work towards establishment of free transportation and seasonal hostels.
  • Study ECCE in Gujarat, RTE act rules, Rashtriya Madhyamik Shiksha Abhiyan (RMSA) for secondary school, studying various schemes for education of children. Capacity building of community leader on the same.
