Thematic Intervention: Education, Nutrition


Project Context

Gram Mitra, as is known in short, was registered in 1999. It has been dedicated to work for the rights of tribal and dalit children, and advocate addressing issues of livelihoods, Panchayat Extension to Scheduled Areas (PESA), and forest rights. Mr. Babubhai Srivas, the project holder of Gram Mitra has done Masters in Social Work and has been working for dalit and adivasi communities since last 6 years. The organization is working in Chhattisgarh to ensure educational rights of the tribal (Pahadi Korwa, Birhor, Kawar, Majwar community) and dalit children are secured, and the resources of livelihoods of their families are protected. The organization was named as ‘Gram Mitra’ means ” Friend of Village”, in the hope that it would help build a strong community of people who have otherwise been excluded from mainstream society and social welfare schemes. The team in Gram Mitra believes in and follows the motto of ‘Sangathan mein Shakti’ i.e. ‘Strength in cooperation’. The organization aims to preserve the culture & heritage, and empower the Dalits and Tribes with focus on women and children.

Problem Statement:


Gram Mitra as CRY partner intervenes in the villages of Korba and Kartala Tehsil of Korba district. The situation of education the project area is characterized by low levels of enrolment and retention of tribal children especially Pahadi Korba, Bihor tribals. This poor status quo owes its genesis to poor infrastructure, lack of quality teaching and learning, irregularity of teachers, lack of subject wise teachers, gap between vernacular languages and teaching in official language, SMC members not functioning as prescribed in the RTE Act-2009, lack of monitoring of the functioning of teachers. Children are forced to drop out of school due to lack of government school after 8th standard and lack of transport facilities, especially girls. The boys get into child labor & addiction, which further gets compounded by low level of awareness among parents for the need and benefits of education for their children, as they themselves are not educated. The economic poverty has also been creating barrier for children accessing from alternate sources. Children are unable to access education also because of social taboos around immediate economic utility such as, boys once educated stop working in agricultural fields and girls anyway have to look after family only after getting married.

The situation of health and nutrition among tribal children in the project area is poor due to lack of proper health services and poor functioning of ICDS Anganwadis and NRCs, coupled with lack of colostrums feeding practices immediately after the birth, superstition among Pahadi Korba, Bihor and other tribal community on immunization, lack of balanced dietary food within the family and lack of awareness among the community to maintain gap between the births. All these, coupled with low awareness regarding roles & responsibilities among local bodies, are contributing to severe malnutrition among children in 0-5 years age group. Developing a complete intervention plan is also facing challenge of data gaps as there is no institutionalized system for hemoglobin / anemia level examinations among children and adolescents.

The project is thus working with the objective of ensuring 100% enrolment and retention of children in primary and middle schools (6-14 years) and 93% enrolment of children in secondary school (15-18 years). The project is also focused on strengthening implementation of RTE Act, 2009 in 16 project villages. The other areas of focus are ensuring activation of ICDS Anganwadi centers for the six services (supplementary nutrition, immunization, health check-up, referral services, pre-school education, and nutrition & health education), and ensuring reduction in malnutrition in the project villages.

Achievements & Impact


Key Result Area: All children in 3-5yrs from 16 villages are regularly attending Anganwadi and receiving quality pre-primary education

Program Activities Planned Progress and Achievements

* Facilitate community engagement with Grams Sabha for making the Rajadhahi Anganwadi functional and construction of Srimar Anganwadi building.
* Document all the irregular children, identify the reasons for irregularity to Anganwadi and take corrective measures.
* Gram Mitra along with ICDS department to co-organize training program on ECCE for the Anganwadi workers. Gram Mitra to support the Anganwadi workers to develop teaching aids based on the ECCE training module.

* The Rajadhahi Anganwadi became fully functional with relocating itself into new building, the construction of Anganwadi building in Sardhi has been completed and Srimar village got sanctioned, scheduled to be constructed within 1 year.
* 322 (100%) children in 3 - 6 years age group are enrolled in Anganwadi and the children are provided cooked food as per the menu.
* 8 Anganwadis are implementing ECCE (Early Childhood Care and Education).
* 4 regular children (3 – 6 years) and 8 out of school children (3 – 6 years) have been regularized and retained in the school.

Program Activities Planned Progress and Achievements

* Facilitate community demanding repair work of primary school at Basakarha, boundary wall, electricity connection, lights and fans and drinking water.
* Listing of all irregular and dropped out children, to be identified through home visit, discussion with the school teachers and children & adolescent groups. Identify reasons; organize community & stakeholder meetings to initiate corrective measures.

* The floor repair of Basakarha primary school has been completed and new building for primary school is also under construction.
* 953 children (6-14 years) were enrolled in school (100%) and all the children are retained in school.
* 449 children (15-18 years) (100%) and 9 out of 30 drop out children have been re-enrolled in schools.
* Construction of boundary wall in Srimar is in progress


Key Result Area: 100% RTE norms implemented through model building process in 4 schools

Program Activities Planned Progress and Achievements

* Gram Mitra to organize workshop for SMC members on developing School Development Plans and submit the same to block education department.
* Provide training and inputs to SMC on preparing school development plan for each of the school and submit the same to the block education officer.
* Conduct test of children from standard 3 and 5, and demand for implementation of support class in the school.

* 3 out of 5 Panchayats are monitoring mid-day-meals (MDM) in 3 schools and the MDMs are provided as per menu chart each week in these schools.
* 7 School Management Committees (SMCs) have been monitoring the school, mid-day-meal distribution, infrastructures and cleanliness among children.
* 18 SMCs have been reformed.
* 2 SMCs (Ludhuketh & Dongaamma) are monitoring monthly expenditures of the respective 2 model schools.

Program Activities Planned Progress and Achievements

* Motivate Anganwadi worker and community to maintain kitchen garden register and document the vegetables given to children with data and time.
* Track nutritional status of SAM & MAM children.
* Develop Food Diary in project Anganwadis, to track update of essential nutrition.

* All 22 Anganwadis have developed kitchen garden and vegetables and are using the vegetable harvests in providing cooked food as per the menu chart prescribed.
* 16 out of 24 children identified as Severely Acute Malnourished (SAM) moved up to Moderately Acute Malnourished (MAM).
* 48 out of 65 children identified as MAM moved up to normal health.
* The project has initiated maintaining food diaries in Sardhi, Baskarha & Dwari.
* 10 out of 26 families belonging to Pahadi Korwa (primitive tribe community) and 8 out of 20 families from Birhor community have increased intake of vegetables in their diet as a result of efforts the project.

Other Programmatic Achievement Highlights:


The organization has been able to ensure that the building repairs were, new classrooms constructed, electricity, fans and tube lights installed, compound walls build, water and toilet facilities installed in many schools. All these were possible by strengthening the School Management Committee (SMC), Mahila Mandals (women collectives), children’s group and adolescent groups. Intervention with Panchayats and SMCs has resulted in improved monitoring and passing of resolution to place demands for infrastructures in the school.

Highlights of technical and capacity building inputs:


CRY assisted the project with developing understanding procedures if filing information queries from government under Right to Information Act. The project facilitated filling 3 RTI applications by community to get information regarding the status of adolescent girls on life skill education, Anganwadis which have all 3 types of weighing machines.

* Collect data of children (0-5 years), pregnant women, lactating mothers and adolescent girls in the village.
* Follow up with the government stakeholders by filing RTI, and demanding for adequate ICDS centers in the villages of intervention area.
* Conduct child to child tracking of all children in the age group of 3-5 years and document all the irregular children to identify the reasons for irregularity to ICDS.
* Gram Mitra along with ICDS department to co-organize training program on ECCE for the Anganwadi workers.

All children in the age group of 6-14 are enrolled in 19 school and retained in school

* Ensure sanctioning of school building through meeting with the District Collector, officials of education department and passing resolutions.
* Ensuring repair work of primary school at Basakarha, boundary wall, electricity connection, lights and fans and drinking water.
* Organize meeting with the children and understand the reasons for irregularity of children and document the same. Based on this, develop program for addressing the issue of irregularity with the children and parents.
* Listing of all dropout and out of school children to be tracked and documented and sensitize them to re-enroll themselves in schools.

* Organize capacity building sessions and workshop for SMC members on developing School Development Plans and submit the same to Block Elementary Education Officer.
* Meet the District Collector and Education Officer and discuss about the model building process initiated in the four schools.
* Work closely with Panchayat towards developing a child friendly Panchayat.
* Build perspective of the teachers regarding library and help the school to get specific books so that children and teachers can read the book from the library.

100% Anganwadis provide supplementary & cooked food, and other services to all children, pregnant women & lactating mothers, and adolescent girls

* Motivate Anganwadi worker to maintain kitchen garden register and document the vegetables given to children with data and time.
* Motivate adolescent girls and Mahila Mandal to monitor the Anganwadis on providing cooked and supplementary nutritious food to children, pregnant women and lactating mothers and adolescent girls who are dropped out of school.
* Motivate the girls to check hemoglobin and take folic acid tablets regularly.
* Organize workshop for adolescent girls on life skill education by the organization.
