Thematic Intervention: Education and Protection (child labor, child dropout, child marriage)


Project Context

CRASA (Compassionate Rural Association for Social Action) came into existence in the year 2003 by renaming/re-registering CROSS (Christian Rural Organization for Social Service) which was registered in the 1998. Mr. Yesupadam, is the project holder of the organization. CRASA became a CRY partner in Jan-2012 and worked in 19 villages in two Mandals – Machilipatnam & Kruthivennu. With CRY intervention in the project area, there is significant improvement against various child rights indicators in the operational area. CRASA is a member of CADME (Coastal Area Disaster Mitigation Efforts), a network operational in 9 coastal districts of Andhra Pradesh.

Problem Statement:


The Krishna district in Andhra Pradesh is mostly inhabited by the backward castes, scheduled castes, Yanadi Tribes and Fisher Folk. Majority of them engage in fishing along with the community and children too go along with parents for fish hunting etc. In the agriculture fields, boys mostly do the land digging, harvesting, distributing seedlings, watering in the field, mango plucking etc. And girls do the planting the seedlings, harvesting, cutting the flowers and removing the weeds. Children are also employed in the unorganized sector and are paid very little wages. As a result, the school dropout rate is high and almost 43% of the dropout children helps their parents in farm works. Dropout from school among girl children leads to rampant child marriage in the area. It has been observed that in 60% of the cases, the child was either a dropout or child labor at the time of marriage and 25% dropped out after the marriage. The major causes leading to the prevalent issue are poor economic condition, family migration, death of breadwinner of the family and poor and inaccessible educational facilities.

Key Result Area: Ensure reduction of child labor in project area.

Program Activities Planned Progress and Achievements

? Engage with District Child Protection Unit (DCPU) for awareness creation programs on child protection issues at community level.
* Demand for formation of Child Protection Committees at Panchayat/ Mandal level.
* Organize individual and family counseling for parents whose children are working as child labor, to sensitize them about negative effects on children.
* Conduct awareness programs / Kalajatha on child labor at community level.
* Conduct capacity building sessions through meetings/campaigns for Community Based Organizers (CBO) on Child labor (Prohibition and Regulation) Act and Right to Education (RTE) Act.

? 36 children who were in full time labor and 57 children who had dropped out were mainstreamed.
* 337 families were sensitized on the importance of education; the families included those of child labor (157) and school dropout (180). In addition to that, projects have sensitized 190 other families as part of the regular visits.
* 57 awareness programs were conducted on the issues of child labor, drop-outs and child marriage, which impacted 1681 community members.
* 9 Kalajathas (Street Plays) were conducted through which community was made to understand how child labor and drop-outs would lead to child marriage for girls. The cases were reported to the Panchayat for redressal.
* The CRASA team conducted 120 capacity building sessions for 98 people on leadership qualities, issue identification and issue prioritization.


Key Result Area: Ensure reduction in school dropouts in project area.

Program Activities Planned Progress and Achievements

* Track all children in the age-group of 6-18 years to ensure they are in school and there is full transition between schools of various levels
* Conduct enrolment campaigns in all habitations. Ensure enrolment of all 5+ children into 1st standard to prevent situation of never-enrolled.
* Guide children who completed 10th standard to apply for higher education courses.
* Guide 10th and 12th standard failed children to appear for supplementary exams.
* Conduct sensitization events for teachers against corporal punishments and to opt for child-friendly teaching methods.
* Strengthen School Management and Development Committees (SMDCs) by ensuring regular meetings and improved parents participation in meetings.
* Identify and assist children to apply for social security entitlements (Caste Certificates, scholarships, bus pass, medical certificates etc)

* 13 members from 6 Panchayati Raj Institute(PRI) proactively participated and sensitized 50 parents on child labor and drop out issues which led to mainstreaming 6 child labor and 12 drop out .
* CRASA team submitted memorandums in 9 Panchayats requesting them to include issues of child labor and drop-outs in their agenda meetings, of which 6 Panchayats have included it in their agenda.
? 164 children from seasonally migrating families were admitted into seasonal hostels.
? 120 of children received social security entitlements, through the efforts of CRASA.
? Regular follow ups with the duty bearers helped in reviving 9 out of 12 school management committees (SMCs).
? 120 children were enrolled to upper primary school from primary school in 14 villages.
? The team identified 6 Vocational courses for Child labor and Drop out children and enrolled 5 children (Boys) for open schooling and 35 children joined in Vocational courses.


Key Result Area: Reduced instances of child marriage in project area.

? Regularly track girl children at risk of dropping out of school, including girls who are already dropped out and into child labor to prevent their marriages; and counsel parents and guardians. Sensitize them on harmful impacts of child marriage.
* Assist girls from most needy families and girls from families where parents migrate seasonally to get into social welfare hostels.
* Demand for compulsory registration of marriages in Gram Panchayats.
* Engage with ICPS / DCPU / CWC / SJPU towards proactively working against child marriages.
* Organize convergence meetings between government departments for better coordination towards preventing the child marriages.
* Sensitize faith and caste leaders on the issue of child marriage and urge their involvement in preventing child marriages.
* Facilitate discussions among child collective members against child marriages.
* Encourage adolescent girls to organize themselves into adolescent girls' groups to empower themselves with information and strength of unity against child marriages.

? CRASA team identified and assisted 108 vulnerable families for social security benefits.
* Team identified 160 girls from most needy families who could get admission in social welfare hostels to continue education and thereby prevent child marriage. Among them, 99 children were enrolled into different hostels.
* Through regular sensitization on effects of child marriage in the community, the team was successful in stopping 2 marriages and preventing 3 this year.
? Awareness was generated for formation of the village child protection committee. The District Child Protection Unit (DCPU) were oriented about the Village Level Child Protection Committee (VLCPC) members about their roles and responsibilities.
* 29 caste leaders and 20 religious leaders were sensitized in community meetings about the ill-effects of child marriage.
* CRASA team facilitated discussions in 14 child collectives. The team identified 2 role models from Kona village who are studying intermediate and Degree courses. These two children have played an important role in the prevention of child marriage in the community.
* The team facilitated creation of 11 adolescent groups with 310 girls to create a platform for adolescent girls who can share problems specific to them which they would not be comfortable sharing in larger group.

Other Highlight Processes and Achievements – 2018:


2 new ICDS centre buildings sanctioned: CRASA identified that, in 6 villages the anganwadi centres did not have an own building and are currently functioning in rented buildings paid by the government. 180 children in these anganwadi centres were suffering due to lack of basic infrastructure like toilets, drinking water, play area and ventilation in these rented buildings. With the help of the community based organisers the CRASA team presented the situation in various village level committees. The team also submitted memorandums to the Child Development Project Officer (CDPO) and Panchayati Raj Institute (PRI) members requesting for construction of new buildings for these ICDS centres. The authorities sanctioned two new buildings in two villages The Panchayats of these two villages allotted 5 cents land each for the construction of the centres. The construction of these centres has begun with each building having toilets, class rooms and kitchen sheds wherein 40 children will benefit out of these two new centres.

Knowledge and Capacity Building workshops:


Input sessions has been conducted on Integrated Child Protection Schemes in which the team was oriented about the different categories of children comes under care and protection. Emphasis was given on the roles of DCPU, CHILDLINE and VCPC structures. This capacity building program helped the project staff to reach to the children welfare committee during lack of support from the parents in case of child marriage. This year 5 cases were referred to the child welfare committee.
